Thomas G. Bedard, CEO

Thomas Bedard graduated with a Bachelor of Science degree in Business from College Park of Maryland where he was a member of the Men’s Lacrosse team. While playing for the Terps, Thomas had the honor of knowing, and learning from hall of fame coach Dick Edell. Not long after completing his formal education, Thomas saw the opportunity for provide Benefit Solutions to businesses in the local market. In 1993, the human resources firm FosterThomas was formed, and offered Benefits Solutions, Human Resource Management, and Payroll solutions.

Fortunately, Thomas found time to start a family with his Wife Stephanie Bedard a few years after FosterThomas was formed. Thomas and Stephanie raised three boys all while growing a business, adding to Thomas’ passion for aiding companies in providing benefits to their hard-working employees. The Bedard family has carried on their love of Lacrosse through their children, as well as philanthropic contributions to the US Lacrosse organization.

Having been around since its inception, Thomas knows the ins and outs of not only his company, but the industry as a whole. Over the 25+ years of servicing the local area, and now the nation, Thomas has formed partnerships with companies such as ADP to allow FosterThomas to continue to grow to its full potential. As CEO, Thomas makes big-picture decisions on the companies direction, and maintains a large focus on client relations to ensure their satisfaction.


Patrick M. Hill, President

As President of FosterThomas, Patrick Hill, heads up all Human Capital Management Solutions including Corporate and Program Management, HR Consulting and Compliance, Benefits Advisory and Brokerage and Systems Implementations. He has been with FosterThomas for over 20 years and has supported numerous clients in a variety of industries with a specific focus on compliance and management. Before joining FosterThomas, Patrick was the Director of Human Resources for a technical consulting firm with over 1,200 employees and operations in 30 states.

Patrick possesses over 30 years of professional and management experience; holds a Bachelor’s degree from the University of Maryland, where he was also a member of the men’s lacrosse team, a Master’s Degree in Human Resource Management from Marymount University and is a Licensed Producer for Health and Life Insurance Plans.

Outside of work Patrick values family time with his loving wife Karen and son’s PJ and Logan. He also enjoys boating, skiing and sports.

Ellie Tonder, President of Benefits

Ellie Tonder, President of Benefits, has over 20 years of experience in group employee benefits brokerage, advisory services and consulting. Ellie has extensive knowledge of the principles and practices of benefits management and administration, including regulatory compliance (ACA, COBRA, ERISA and HIPAA). Ellie has written ERISA-compliant Summary Plan Descriptions, employee benefit guides and proposals as well as prepared and submitted Health & Welfare Form 5500s for hundreds of clients. Ellie has a passion for educating employers and their employees about the healthcare industry and in sharing her strong beliefs about consumerism, wellness integration, medical management and our overall utilization of the nation’s healthcare system.

Ellie has been a Licensed Resident Producer for Health and Life Insurance since 1997. In addition to her extensive employee benefits background, she has 10 years of professional social work experience, is a Licensed Certified Social Worker-Clinical (LCSW-C) and possesses a Master’s Degree in Social Work (MSW). She also holds a Bachelor’s degree from University of Maryland, College Park.


Beth Bulger – Director of HR Consulting Services

Ms. Bulger is an SPHR-certified HR professional with over 18 years of HR experience. Professional experience includes HR compliance audits, workplace investigations, employee relations, recruiting, training, HR infrastructure set up, benefits administration, affirmative action and payroll. Ms. Bulger provides HR project management support and serves as a resource to clients and consultants with HR compliance questions and resolution of employee relations issues. Ms. Bulger conducts human resource compliance audits and makes recommendations to clients to correct deficiencies and non-compliance in the areas of federal, state and local legal requirements including OSHA, FLSA, immigration, personnel files and recordkeeping, FMLA and equal opportunity. She also conducts workplace investigations of harassment, hostile work environment and misconduct. Beth holds a Senior Professional in Human Resources (SPHR) Certification, a Bachelor’s Degree in Psychology and a Master’s Degree in Human Resource Management from the University of Maryland.
